A discussion on Renewable Energy Communities took place at the offices of *Il Giornale di Brescia* during a meeting that brought together local stakeholders, institutions, businesses, and industry experts. An important opportunity to reflect on the concrete opportunities associated with the energy transition.
For Torri Solare, it was also the perfect time to share the vision behind the founding of CER Nazionale Torri.
From the local level to the national network: the Torri vision
“Whenever we talk about CER, there’s a risk of getting discouraged. But we want to offer a different perspective: what if it’s no longer a question of how many communities to activate, but of how much energy we can generate together?”
With these words, the core message of the Torri National Energy Community was reiterated: a project that draws on the company’s industrial expertise, is rooted in Italian manufacturing, and is expanding through a structured national network.
Product, factory, network: the Italian supply chain that creates value
Torri Solare does more than just promote participation in CERs: it builds and manages them, drawing on a production facility established in 2007 and a clear industrial focus.
“We still have the articles from 2007: Torri marked the birth of Brescia’s first photovoltaic panel factory. Today, we continue on that path.”
CER Torri is built on three pillars:

A concrete opportunity: a 40% non-repayable grant for municipalities with fewer than 50,000 residents
A key feature of the CER Torri program is direct access to a grant covering up to 40% of costs, available to residents and businesses in municipalities with fewer than 50,000 inhabitants.
This is an advantage that Torri handles in-house, streamlining the process and providing tangible support for the initial investment.
70 active configurations, centralized governance
CER Torri is not an isolated initiative: it is a structured national energy network, with 70 local units already being set up, each connected to a primary substation, all managed by an association founded by Torri. A model that ensures clear rules, continuity, and long-term sustainability.
Looking Ahead: Toward a New Energy Model
With the end of net metering and the ongoing transformation of the Italian energy system, Torri Solare is looking to the future with a plan already in place to meet the challenges of the coming years:
